At Care Regional Medical Center, our radiology physicians and staff always have the best medical imaging care at heart. Our radiologists are board certified and many have fellowships in subspecialty areas. Having our physicians on site is a big advantage for our patients since they are available to provide additional consultation as needed and the exams are read in-house which means faster response times to referring physicians. Our radiological technologists are certified, experienced and highly trained in their specialty areas. In addition to traditional x-rays, our diagnostic imaging services include:
Ultrasound – A non-invasive imaging modality based on transmitting ultra-high frequency sound waves into the body and then receiving the returning echoes. Doppler technology is incorporated to detect moving structures such as blood within the body.
Nuclear Medicine – A safe form of diagnostic testing that provides doctors with information about organ and gland function. Therefore, this modality ideal for identifying abnormalities at an early stage of a disease before medical problems are apparent with other diagnostic tests.
Computed Tomography (CT) or “CAT scan” – Combines multiple X-ray images to produce a two-dimensional cross section view of anatomy with as much as 100 times more clarity then traditional x-ray. CT imaging is used to show soft tissue, like the brain, as well as dense tissue, like bone. Some CT scans require the use of a contrast medium. Given intravenously, the contrast agent highlights certain body parts to enable the radiologist to better see abnormalities.
Mammography – Has clearly shown to decrease the mortality associated with breast cancer. By having yearly screening breast cancer can be detected at an earlier stage and is much more curable.

Isabel C. Menéndez, MD
Born in Cuba and raised in Puerto Rico, Dr. Menéndez earned the Medal of Honor for highest GPA in Science and highest GPA in the graduating class at the University of Puerto Rico (UPR) Bayamón Campus. She proceeded to the Rio Piedras campus to complete a Bachelor in Chemistry graduating with a Magna Cum Laude diplomat. She did physical-chemistry research as an undergraduate under Dr. Gerald Stevenson and she presented her research work at the 11th Junior Technical Meeting of the American Chemical Society held in UPR, Mayaguez Campus, and later in San Francisco, CA. She proceeded to UPR Medical School, Rio Piedras and graduated in the top 20 % of her class. After completing a Flexible Internship in Radiology from UPR Medical School, University District Hospital, Rio Piedras, PR., Dr. Menéndez continued her postgraduate studies at Baylor College of Medicine (BCM), Houston, TX completing a residency in Diagnostic Radiology. Since her graduation from BCM, Dr. Menendez worked with Medical Imaging Diagnostic Associates (MIDA), Corpus Christi, TX until Dec 31, 2011. Since then, she has been in solo practice, establishing and supervising the outpatient-imaging department for Care Regional Medical Center, Aransas Pass, TX. Dr. Menéndez is a diplomate of the American Board of Radiology and holds a certificate for Diagnostic Radiology with Special Competence in Nuclear Radiology.
Since 1985, Dr. Menéndez has served several times as president, secretary, and delegate to the Texas Medical Association (TMA) for the San Patricio-Aransas-Refugio County Medical Society (SPAR). From 1998 to 2009, recommended by Dr. Stewart Bushong, PhD, Physicist BCM, and appointed by then Governor George W. Bush, she served as board member representing diagnostic radiology, in the TX Board of Licensure for Professional Medical Physicist of the TX Department of Health. She participated actively in 2003-tort reform including testifying in the TX Health and Human Services committee; for which Senator Jane Nelson on April 3 2004, acting as Governor for a Day, honored her with the Yellow Rose of Texas. Was recognized in 2006 in the Y Women in Careers, Corpus Christi for her community involvement. She received American Heart Association (AHA) Texas Affiliate Patron Award in 2006 for her volunteer work with the local organization. In 2012, the AHA-Corpus Christi Chapter, honored Dr. Menéndez and her husband Dr. Carlos E. Martinez-Quiñones during their annual gala for their continued support of AHA’s research and programs to decrease incidence of heart disease.
Dr. Menéndez remains active in legislative issues that affect the medical profession and the appropriate access of healthcare for patients. In 2011, under the recommendation of her then State Representative Hon. Todd Hunter, she was appointed to serve in the Physician for Payment Quality Committee of the TX Health and Human Services Commission for 2012. She served on the Council on Legislation for the Texas Radiologic Society from 2011-2013. She is currently a delegate to the Texas Medical Association for San Patricio-Aransas-Refugio Counties Medical Society and was recently nominated to the Council on Legislation from the Texas Medical Association PAC for 2013-2015.
Dr. Menéndez has participated in many community activities including speaker for American Cancer Society events; co-chaired American Heart Association (AHA) Corpus Christi Chapter Gala Fundraiser in 2005; AHA Corpus Christi Chapter board member since 2006; AHA, Corpus Christi Chapter Board President for two consecutive terms (2008 -2010). She has also made presentations to the Coastal Bend Society of Radiologic Technology.
Dr. Menéndez is board certified in Diagnostic Radiology with Special Competence in Nuclear Radiology. She is a member of the American College of Radiology, the Society of Breast Imaging, the Radiologic Society of North America, the Texas Medical Association, Texas Radiologic Society, and the American Institute of Ultrasound in Medicine (AIUM).
Dr. Menéndez is married to Dr. Carlos E. Martinez-Quiñones, Cardiologist. They have a son who is finishing his fourth undergraduate year at Southwestern University, Georgetown, TX.
